Dr. Rashmi Ardey

Director – Programme (Health)

Smile Foundation

Personal Information

Dr. Rashmi Ardey is a distinguished public-health physician and development-sector leader serving as Director – Programme (Health) at Smile Foundation, where she leads the organisation’s healthcare portfolio with a focus on strengthening primary healthcare, maternal and reproductive health, and women’s health interventions. With more than three decades of experience in public health, she has developed extensive expertise in large-scale programme management, strategic planning, health-system strengthening, institutional capacity building and community-based healthcare delivery. Her professional mission is driven by the conviction that quality healthcare must be accessible, affordable and equitable, particularly for women, children and underserved communities. She strongly advocates a healthcare model that combines preventive interventions, early diagnosis, community participation and reliable primary healthcare services to improve health outcomes across different stages of life. At Smile Foundation, Dr. Ardey is spearheading initiatives aimed at expanding access to essential healthcare through Mobile Medical Units (MMUs), strengthening reproductive and child health programmes, and advancing women’s empowerment through integrated community-based interventions. She has emphasised the importance of taking healthcare services closer to underserved populations rather than expecting vulnerable communities to overcome geographical and financial barriers to access medical facilities. Under her programme leadership, Smile Foundation has continued to strengthen its Smile on Wheels initiative, which provides medical consultations, basic diagnostics, preventive health services and medicines through mobile clinics. A significant milestone was the launch of a mobile medical clinic in Delhi in partnership with KONE Elevator in September 2025, designed to reach approximately 90,000 individuals across 14 urban communities. Prior to joining Smile Foundation, Dr. Ardey held several important professional and advisory positions with international development and healthcare organisations, including FIND, Jhpiego, the Foundation for Reproductive Health Services and Abt Associates. Through these assignments, she contributed to initiatives supported by international development partners, including USAID, focusing on reproductive health, family planning, women's healthcare and strengthening health-service delivery systems. She has also been associated with quality assurance, monitoring and evaluation, capacity building and the expansion of innovative reproductive healthcare interventions, including newer contraceptive technologies. Her professional experience reflects an ability to bridge policy formulation, programme design and grassroots implementation to deliver sustainable public-health outcomes. Dr. Ardey has also contributed to public-health research and professional discourse, including co-authoring a peer-reviewed study published in the Journal of Family Medicine and Primary Care in 2015, examining patient perceptions and expectations from primary healthcare providers in India. She is an advocate of using digital technologies and emerging innovations to improve healthcare accessibility, particularly for persons with disabilities, elderly populations and communities in geographically underserved areas. In her published contributions, she has highlighted the importance of responsible artificial intelligence, inclusive digital health infrastructure and stronger collaboration between government, healthcare providers and development organisations. Driven by a passion for women's health, community empowerment and universal access to quality healthcare, Dr. Rashmi Ardey continues to champion integrated, patient-centred and technology-enabled public-health interventions. Her work reflects a sustained commitment to ensuring that healthcare reaches those who need it most, while strengthening the systems, institutions and community partnerships necessary to create lasting improvements in population health.
